Section 13(a) in The Bihar School Examination Board Regulations, 1964
(a)All applications for permission to appear at the Board's examination shall be in the prescribed form and shall be forwarded to the Secretary by the Heads of the Institution so as to reach the Office of the Board by such dates as may be fixed and notified by the Board from time to time.
