Section 51 in Bombay Industrial Relations Act, 1946
51. Proposal for change. - (1) Any member of a Joint Committee may move a proposal regarding any change other than a change in any standing order or regarding any other matter affecting the relations between the employer and the employees in the undertaking or occupation, as the case may be, for which the Committee is constituted :
Provided that no such proposal shall be moved for a change in respect of any industrial matter if such change could not for the time being be made under this Act.(2)The decision of the Joint Committee regarding every change proposed under the provisions of sub-section (1) together with all necessary particulars regarding such change shall within forty-eight hours be communicated to the registered union and the employer, as well as Labour Officer and the Commissioner of Labour.
