Section 210(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Officers of the Indian Navy and Officers of the Indian Naval Reserve and Indian Naval Volunteer Reserve who are given "Qualified Officers" status, take rank and command in relation to each other according to their respective ranks and substantive seniorities. Officers of the same rank and substantive seniority take rank and command in the order : Indian Navy, Indian Naval Reserve, Indian Naval Volunteer Reserve.
