39. Statutes, Ordinances and Regulations to be published in the official Gazette and laid on the table of the House.
(1)Every statute, ordinance of the University and regulation made from time to time, by way of amendment or otherwise, shall be published in the official Gazette.(2)Every Statute, ordinance and regulation made by amendment or otherwise at any time after the appointed day shall be laid, as soon as may be after it is made, before the House of the State Legislature, while it is in session, for a total period of thirty days which may be comprised in one session or in two or more successive sessions and if, before the expiry of the session immediately following the session or successive sessions aforesaid, the House agrees in making any modification in such statute, ordinance or regulation or the House agrees that the statute, ordinance or regulation should not be made, the Statute, Ordinance or, as the case may be, the regulation shall thereafter have effect only in such modified form or be of no effect, as the case may be, so, however, that any such modification or annulment shall be without prejudice of the validity of anything previously done under that statute, ordinance or regulation.
