11. Commissioner, and other officers to assist the Commissioner.
(1)There shall be a Commissioner who shall be appointed by the Government.(2)The Government may appoint such other officers to assist the Commissioner as may be necessary.(3)The Commissioner and other officers appointed under sub-section (2) shall be whole-time officers of the corporation and shall not undertake any work unconnected with their offices without the sanction of the council and the Government.(4)The Government may recover from the corporation the whole of the salary and allowances paid to the Commissioner, and other officers appointed under sub-section (2) and such contribution towards their leave allowances, pension and provident fund as the Government may, by general or special order, determine.(5)Subject to the provisions of section 12, the Government shall have power to regulate the methods of recruitment, conditions of service, pay and allowances and discipline and conduct of the Commissioner, and other officers appointed under sub-section (2).The Several AuthoritiesThe Commissioner
