Section 24(1) in The Merchant Shipping (Maritime Labour) Rules, 2016
(1)Director General of Shipping or by any officer, authority or organisation authorised by him in this behalf shall issue a Maritime Labour Certificate in accordance with Maritime Labour Convention.
