Section 13(1) in The Aircraft (Investigation of Accidents and Incidents) Rules, 2012
(1)The Director-General may order an investigation of any incident or a serious incident involving an aircraft covered under clause (c) sub-rule (1) of rule 5, and may appoint a competent and qualified person as inquiry officer for the purpose of carrying out the investigation.
