Section 2(1) in Andhra Pradesh Municipalities (Pension-cum-Gratuity Fund) Rules, 1969
(1)These rules shall apply to all non-teaching employees of Municipal Councils in Andhra area borne on the regular establishment who retired or to retire on or after the 1st of April, 1961.
