Section 61(1) in The Rajasthan Municipalities Accounts Rules, 1963
(1)Bills for monthly pay and fixed allowance of Municipal servants charged to establishment shall be passed and signed three days before the last working day of the month for which such pay and allowances are earned and shall be due for payment on the first working day of the following month.
