Section 232(b) in The U.P. Municipalities Act, 1916
(b)unless the [Municipality] [Substituted by U.P. Act No. 12 of 1994.] has undertaken to supply water for other than domestic purposes by an agreement made under Section 229, making provision for forfeiture, penalty or damages upon failure to supply such water.
