Section 18(2) in The Punjab Legislative Assembly Members (Free Transit by Railways) Rules, 1979
(2)Subject to the Railways Rules, refunds shall be admissible on unused or partially used ticket on presentation to the Railway Administration. Refunds shall in all cases be made only to the Secretary and not to individual members.
