(2)At least 14 clear days notice indicating the time and place of a proposed meeting, signed by the Member Secretary of the committee shall be sent to the members of the Committee or the sub-committee.Provided that in case of urgency, a special meeting of the Committee or sub-committee may be called at any time by chairman or the convener, who shall inform the members at least one clear day in advance of the subject matter for consideration at the meeting and the reasons for which he considers meeting urgent:Provided further that no other business shall be transacted at such a meeting.
