Section 33(2) in The Punjab Town Improvement Trust Rules, 1939
(2)The bill shall in the first instance be presented to the engineer, who shall check it with the measurement book, and if, in order, shall pass it for payment to the accountant.The final bill shall be distinctly marked as such.
