(3)A Class 'C' Municipal Council or a Nagar Panchayat may, by resolution, delegate, subject to such conditions, as may be specified in the resolution, any of its powers and functions to the President or the Chief Officer of such Municipal Council or Nagar Panchayat, as the case may be.
