Section 9(5) in The Orissa Stage Carriages (Licensing of Conductors) Rules, 1994
(5)Any other person finding a conductor's licence shall deliver it to the nearest police-station of the nearest licensing authority. The Officer-in-charge of the police-station, on receipt of the licence, shall immediately forward it to the licensing authority concerned. The licensing authority shall restore thereon in case the duplicate licence has not been issued, and shall substitute it for the duplicate in case a licence to the holder duplicate has already been issued.
