Section 16(3) in The Jammu and Kashmir State Agricultural Produce Marketing (Regulation) Act, 1997
(3)During the vacancy caused by death, resignation, removal or otherwise then notwithstanding any thing contained in Act, such member of the market committee, as the Director may appoint, shall exercise the powers and perform the functions of the Chairman till the Chairman is duly elected.
