(16)Public latrines and washing places. - (a) the maintenance and regulation of urinals, closet accommodation, water closets, bathing and washing places and premises appurtenant thereto, belonging to the Corporation;(b)the regulation of urinals, closet accommodation, water-closets and bathing and washing places provided for the common use of the inhabitants of one or more buildings;
