ORDER
1. In this original application, applicant has raised the grievance in respect of the improper management of dhalao at block no. H&D, Jangpura Extension.
2. The latest report filed by the MCD on 24.02.2025 states that the collection of the MSW at dhalao in H&D block in Jangpura Extension has been stopped from 20.02.2025. Learned Counsel for the MCD on instructions has stated that dhalaos at block P, Q, H and D have been closed and there is no proposal at this stage to utilize it for any purpose. In the latest report of the MCD, the status disclosed is as under:-
"That the present original application has been filed by the applicant with the grievance regarding removal of three dhalaos/garbage dump situated in block H, D & P/Q of Jangpura Extension, New Delhi.1
That is reiterated that dhalao at P/Q Block in Jangpura Extension is already closed and status to this effect, has already been submitted. The collection of MSW from this dhalaos was diverted to H&D Block dhalaos in Jangpura Extension.
That the work of construction of FCTS civil structure as well as supply, installation, testing and commissioning of Portable Compactor Transfer Station (PCTS) at the alternative site near JE (Works) Store in Pant Nagar, in place of El block and D block Jangpura Extension dhalaos has been completed and has made completely operational w.e.f 21.02.2025.
That it is to state that the collection of MSW at the dhalaos in H&D Block Jangpura Extension has been stopped from 20.02.2025 and the same has been diverted to the new PCTS site near JE (Works) Store in Pant Nagar w.e.f 21.02.2025. In this regard, existing concessionaire (M/s DDSIL) of Central Zone has been directed vide this office no. EE (EMS)/CNZ/MCD/2024-25/448 dated 18.02.2025 (Copy attached as Annexure "A") to start the operation of new PCTS at Pant Nagar w.e.f 21.02.2025 and to stop the collection of garbage at H&D Block dhalaos in •Tangpura Extension simultaneously. The photographs of the closed dhalaos of H&D Block in Jangpura Extension are attached as Annexure "B". The dhalao at P/Q Block Jangpura Extension has already been closed. That it is respectfully submitted that all out endeavors shall be made by the department for proper operation and maintenance of the newly constructed PCTS in Pant Nagar. The photographs of the newly constructed PCTS in Pant Nagar are attached as Annexure "C'.
That the compliance of the directions passed by this Hon'ble Court has been complied with by the answering respondent."

The status report states that after stopping the collection of MSW I dhalao at H and D now it has been diverted to the new PCTS (Portable Compactor Transfer Station) site near JE (Works) Store in Pant Nagar w.e.f. 21.02.2025. Learned Counsel appearing for the MCD submits that all the requisite permissions and clearances have been taken from the competent Authority by the MCD for new PCTS site in Pant Nagar.
4. Hence, we find that so far as the grievance of the applicant in respect to the dumping of waste in the dhalao of H&D block, Jangpura Extension, is concerned, the same has been remediated. The MCD will ensure that no waste is dumped at the site of the closed dhalao of H and D blocks. So far as the issue of requisite permissions for PCTS at Pant 2 Nagar is concerned, we direct the Commissioner, MCD to file an affidavit disclosing all the requisite permissions that have been obtained for setting up the PCTS at Pant Nagar within four weeks before the RG NGT through email and if found, the necessary the matter will be listed before the Bench.
5. OA and all pending IAs are accordingly disposed of.
