Section 3(1) in The Orissa Forest Shooting Rules, 1973
(1)The State Government may, by notification in the Official Gazette, declare any reserve or protected forest or part thereof a "National Park" on the advice of the Indian Board for Wild Life or a "State Park" on the advice of the State Board for Wild Life to be closed to any interference to flora and fauna.
