Section 3(2) in The Assam Secondary Education (Provincialised) Service Rules, 1982
(2)Each Grade mentioned in sub-rule (2) above shall form an independent cadre and members of any cadre shall have no claim for appointment in a higher cadre except in accordance with the provisions of these rules.
