Section 29(b) in The Assam Cinemas (Regulation) Rules, 1960
(b)All persons responsible for or employed in connection with the exhibition shall take all due precautions for the prevention of accidents and shall abstain from any act whatever which tends to cause fire and is not reasonably necessary for the purpose of the exhibition. The licensee or the agent or manager nominated by him in writing as aforesaid shall see that the operators and every other person who may be called upon to handle inflammable film within the building for any purpose are fully instructed as to the dangers arising from the use of inflammable film, the precautions to be observed to prevent risk of ignition and the steps to be taken in the event of a film smouldering or catching fire.
