ORDER
Order No. 10.06.2022 1. 1. This matter is taken up through hybrid mode.
2. The Petitioners in this writ petition pray for a direction to quash the Notification dated 6th May, 2022 (Annexure-1) for reconstruction of Gram Panchayat Level Federation (GPLF).
3. Mr. Behera, learned counsel for the Petitioners submits that the Petitioners are President and Secretary of GPLF of Mahulia Gram Panchayat. Although their terms have not yet been completed, the Block Development Officer, Chandbali is contemplating to dissolve their GPLF and to reconstitute the same pursuant to the notification under Annexure-1. Hence, he prays for setting aside the impugned notification so far as constitution of GPLF in respect of Mahulia Gram Panchayat.
4. Mr. Mohapatra, learned Additional Standing Counsel submits that notification under Annexure-1 has been published in accordance with law. As per Clause- 3.1(E) of the Booklet issued for constitution of GPLF, the terms of GPLF is for two years and no GPLF can continue for more than two consecutive terms. The GPLF of the Petitioners in respect of Mahulia Gram Panchayat Page 1 of 1 // 2 // was constituted in the year, 2018 and they have continued for two consecutive terms. As such, they have no right to continue further.

Taking into consideration the rival contentions of the parties and the contents of Annexure-1, I find no infirmity in the impugned notification inasmuch as the Petitioners' GPLF in respect of Mahulia Gram Panchayat was constituted in the year 2018 and in the meantime, the GPLF has completed two consecutive terms. As such, in view of Clause-3.1(E) of the Booklet for constitution of GPLF, the Petitioners are not entitled to be considered any further. Accordingly, the writ petition merits no consideration and stands dismissed.
