Section 3 in The Maritime Zones of India (Regulation of Fishing by Foreign Vessels) Act, 1981
3. Prohibition of fishing in maritime zones of India by foreign vessels.-
Subject to the provisions of this Act, no foreign vessel shall, except under and in accordance with-(a)a licence granted under section 4; or(b)a permit granted under section 5,by the Central Government, be used for fishing within any maritime zone of India.
