Section 30(1) in The West Bengal Security Act, 1950
(1)Save as otherwise expressly provided in this Act , every authority, officer or person who makes any order in writing in pursuance of any provision thereof shall publish or serve or cause to be served notice of such order in such manner as may be provided in rules prescribed in this behalf.
