Section 21(1) in The Assam Cinemas (Regulation) Rules, 1960
(1)No addition to or alterations in any portion of any premises licensed under Section 5 of the Act, necessitated by fire any other calamity or any other cause shall be made without the sanction of the Licensing Authority.
