(2)Any person who is not subject to any disqualification as a voter under these rules and whose name is entered in the list of voters for the constituency for which the candidate is nominated, may subscribe as proposer. He shall not subscribe as proposer [or seconder] [These words were added by G. N. of 7.6.1990.] more than one nomination paper.
