19A.
In accepting the 1st instalment of bid money of auction sale from the highest bidder or any other bidder whose bid is accepted by the officer conducting the sale, the bidder shall be informed in writing in the form in Appendix 'E' by the officer conducting the sale that the sale is subject to the approval of the Secretary to the Government of Assam in the Transport Department.
