(3)If any person holding a certificate or permit granted under these rules, to work as Supervisor or as Wireman, is found negligent of his duties or guilty of infringement of these rules or malpractices, the sub-committee mentioned in sub-rule (1), may suspend or cancel the certificate or permit.
