Section 23(1) in Goa State Higher Education Council Act, 2018
(1)The Council may, with the previous approval of the Government, by notification in the Official Gazette, make regulations not inconsistent with this Act and the rules made there under to provide for all matters for which provision is expedient for the purposes of giving effect to the provisions of this Act.
