Section 11C(5) in The Shri Jagannath Temple Rules, 1960
(5)In case there still remains a vacancy after such declaration or in case no names are proposed at the meeting, the State Government shall nominate such number of persons from among the non-official members of the Committee as may be necessary to fill up the vacancies to be members of the Appeal Sub-committee.
