Section 73(4) in The Corporation of the City of Panaji (Election) Rules, 2004
(4)If, after the inquiry, Presiding Officer considers that the challenge has been established, he shall allow the person challenged to vote; and if he considers that the challenge has been established, he shall debar the person challenged from voting.
