Section 13(1) in The Jammu and Kashmir Energy Conversation Act, 2011
(1)The Government may, on the recommendation of Bureau, issue the energy savings certificates to the designated consumers whose energy consumption is less than the prescribed norms and standards in accordance with the procedure as may be prescribed.
