SHRIMATI K. MARAGATHAM (KANCHEEPURAM): Madam Speaker, the Tamil Nadu Government on 15-7-2016 introduced a new crop insurance scheme for farmers fulfilling the promise made by Amma in her election manifesto. Under the scheme, Tamil Nadu will share the cost in Prime Minister’s Crop Insurance Scheme along with the Union Government. Tamil Nadu under Amma’s leadership is providing free quality seeds, giving 100 per cent subsidy to small and marginal farmers and 72 per cent subsidy to other farmers and implementing various other schemes for their livelihood. Soon after taking charge as Chief Minister, Amma announced waiver of cooperative loans taken by small and marginal farmers.

According to the new crop insurance scheme, the crop loss will be calculated at village level instead of block level and the loss due to natural calamities would be calculated right from cultivation till harvest stage benefiting farmers in nine delta districts. Such estimate will give actual loss suffered by farmers and they would get better relief from the insurance. Farmers will have to pay 1.5 per cent of the total insurance premium from October and March and those who calculate from April and September, two per cent of the total premium. The balance will be spent by the Central and the State Governments. Hence I request the Prime Minister and the Union Government to consider the demands of our hon. Chief Minister and allocate more funds for Tamil Nadu. Thank you.
