Section 121(c) in The Rajasthan Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2009
(c)in every hoist, used for carrying building workers, are provided with suitable and efficient automatic devices to ensure that the cage of such hoist comes to rest at a point above the lowest point to which such cage may travel.
