Section 55(7) in The West Bengal Primary Education Act, 1973
(7)The Secretary and the [Controller of Finance] [Words substituted for the words 'Finance Officer' by W.B. Act 17 of 2009.] shall be entitled to attend and speak at any meeting of the Primary School Council but shall not be entitled to vote.
