- On the arrival of a consignment of clothing, the Excise Commissioner or any officer authorized by him should be present at the opening of the package, to examine and report on the contents. If he passes the clothing, it will be accepted and entered in the register of receipts. If any articles are unsatisfactory, the supplier may be asked for replacement.
