Section 1148(a) in Police Regulations, Bengal , 1943
(a)All charges incurred shall be drawn and paid (subject of course, to the preparation of a bill in the proper form in the case of sums paid from the permanent advance) at once. In no circumstances shall they be allowed to stand over to be paid from the grant of another year.
