- If a licensee dies or becomes insolvent or mentally incapable or is otherwise disabled, the person carrying on the business or legal heir of such licensee shall not be liable to any penalty or confiscation under the Act or these rules for exercising the powers granted to the licensee during such time as may reasonably be required to allow him to make an application for a new license or approval or transfer of the existing license or approval in his own name:Provided that nothing in this rule shall be deemed to authorize the exercise of any power under this rule by any person after the expiry of the period of the license or approval.
