Minister of Consumer Affairs, Food and Public distribution has visited Andhra Pradesh and has given a categorical assurance. … (Interruptions) MR. Minister Shri Shanta Kumar. … (Interruptions) That is why the farmers are in distress now. After taking into account the ground reality, the hon. Chief Minister of Andhra Pradesh has written a letter yesterday to the hon. Prime Minister and also to the hon. Minister of Consumer Affairs, Food and Public distribution requesting to immediately accept all the demands as the farmers are in distress and there is no minimum support price. … (Interruptions) It is the duty of the Government of India to provide the minimum support price to the farmers in India, particularly in Andhra Pradesh. * Not Recorded Sir, the hon. Minister of Consumer Affairs, Food and Public distribution is aware of all the demands that the hon. Chief Minister of Andhra Pradesh has requested. He is aware of everything. That is why the Government of India should respond and accept all the demands posed by the Government of Andhra Pradesh. … (Interruptions) What are the demands of Andhra Pradesh? The hon. Chief Minister has mentioned about nine demands. The first one is on procurement of rice at the rate of 10 lakh MTs per month from December, 2000. But the actual procurement is only 3.80 lakh MTs as on 17th December, 2000. Sir, major point is the demand to instruct FCI to accept paddy of Swarnamasuri (MTU 7029) and other similar varieties like MTU 2077, MTU 2716, MTU 2067, MTU 5293 of paddy as Grade ‘A’, without insisting on length and breadth ratio as assured by the hon. Minister of Consumer Affairs, Food and Public distribution and to procure the above-mentioned paddy on varietal basis by relaxing admixture suitably. The next point is to accept the above varieties of paddy meant for boiled rice also as Grade ‘A’. But the local FCI officials have refused to accept it. … (Interruptions) MR. Minister has given an assurance to procure the raw rice and the Government of Andhra Pradesh is willing to take the same rice in PDS system. … (Interruptions) The hon. Minister has assured to take the boiled rice as Grade ‘A’ variety. Now we are asking : As you have accepted the Swarnamasuri rice for Grade ‘A’, why are you denying it for the Swarnamasuri paddy? That is our humble request. The Government of India is aware of all the demands. The Government should reply to all those demands. I am waiting for the hon. I represent Miryalguda, which is one of the biggest rice bowls in the country. I would like to ask this Government whether they want to reduce the farmers to the status of beggars. Sir, this Government, in spite of assurances offered on the floor of the House, offered by the Minister to the people at Hyderabad, has not been able to organise procurement of paddy at the minimum support price. The market rate, as * Not Recorded I said before, is more than Rs. 150 less today in Andhra Pradesh than the MSP. This is a fact of life. I do not know how the problem can be addressed. I am not saying that this is peculiar to Andhra Pradesh; it is a problem that is affecting the kisans in many parts of the country including Punjab and Karnataka. Therefore, I would like to relate myself to the farmers all over the country. This Government is anti-kisan. My friend, Shri Shanta Kumar, is very generous with his words, but is extremely parsimonious with his package. He is not prepared to take any initiative in the matter. It is not a party issue and, therefore, I want all the B.J.P. members, the NDA members, to give expression to their conscience. They are not voting here. MR. UMMAREDDY VENKATESWARLU (TENALI): Mr. Speaker, Sir, today my colleague, Shri Yerrannaidu, on behalf of our Party, has raised a very important issue, that is, about the distressful condition of the farmers in Andhra Pradesh because of the fall in the prices of almost all the commodities, particularly in the case of paddy and rice. Sir, I do appreciate the concern and solidarity expressed by Shri Jaipal Reddy on this issue. At the same time, right from the beginning, I would say that he is concerned over getting political mileage out of this whole issue, which is condemnable. He said that we did not support the issue when they raised it in the beginning of the Session. Though it is a right issue, since it has been tabled by a wrong Party, to put it in his own words, the entire House has condemned that. They wanted to get political mileage out of it, and they never wanted to get remunerative prices for the farmers. … (Interruptions) MR. SPEAKER: Nothing should go on record.

UMMAREDDY VENKATESHWARLU :Sir, for the past fifty years the Indian farmers have been watching the performance of the Congress Party in regard to their contribution towards agriculture. It is this party which is responsible for the deteriorating standards of agriculture and for bringing the status of agriculture to this condition. They must feel ashamed of it… (Interruptions) MR. UMMAREDDY VENKATESHWARLU : Sir, Shri Jaipal Reddy with all his literary acumen at his command had been saying that he was the hardware of the Non-Congress Parties and the software of the Congress Party. His body belongs to the non-Congress Parties but what he is saying today is the version of the Congress Party. Now, in spite of the assurances given by the hon. Minister in this House and in spite of his having visited the State of Andhra Pradesh, none of his assurances has been carried out by the officers of the FCI till this point of time… (Interruptions) Sir, there are four issues involved in it… (Interruptions) MR. PROF. UMMAREDDY VENKATESHWARLU : Sir, the Government gave an assurance to procure ten lakh tonnes of rice during the month of December itself. But in actual terms, only 3.8 lakh tonnes of rice has been procured as against the assured ten lakh tonnes. Sir, in regard to transportation of rice from the State of Andhra Pradesh to the neighbouring States it was assured that five lakh tonnes would be transported from the State of Andhra Pradesh to the other neighbouring States. But in actual terms, only 2.2 lakh tonnes have been transported. MR. SPEAKER: Shri Venkateshwarlu, there are other notices as well.
PROF. UMMAREDDY VENKATESHWARLU : Sir, in regard to hiring of godowns, the Government of Andhra Pradesh came forward with the proposal to keep at the disposal of the FCI godown facilities for five lakh tonnes, but they have taken only two lakh tonnes. Sir, what happened ultimately was that when we raised this issue on the 6th and 7th of December, the prices went up. Before the 5th of December, the prices were Rs. 500, on the 6th of December and 7th of December it went up to Rs. 510/-. Then again on 8th of December, it went up to Rs. 530/- and on 9th it went up to Rs. 540/- and they reached the level of the Minimum Support Price. After that, due to confusing orders from the officers, the prices again went down to Rs. 500/-. This is an alarming situation… (Interruptions) Instructions that are being sent out from the Head office are totally different from the actions that are being carried in the State of Andhra Pradesh. This state of confusion is resulting in a lot of distress for the farming community and they will have to be assured … (Interruptions) The issues that have been raised by our hon. Chief Minister would have to be addressed by the hon. Minister… (Interruptions) The hon. Minister must give an assurance to the issues raised by our hon. Chief Minister and unless an assurance is given by the Minister to the issues raised by our hon. Minister’s speech. मंत्री जी किसानों के बारे में रिप्लाई दे रहे हैं। (Interruptions) … * श्री शान्ता कुमार : अध्यक्ष जी, आन्ध्रा प्रदेश के अन्दर स्वर्ण मसूरी नाम के चावल के सम्बन्ध में एक विशेष समस्या उन्होंने बताई थी और उन्होंने कहा कि किसान को ठीक मूल्य मिल सके, इसलिए यह जरूरी है कि चावल में एडमिक्सचर जो १० परसेंट है, उसे १३ परसेंट कर दिया जाये। हमने उस सम्बन्ध में तुरन्त जो भी कार्यवाही हो सकती थी, की। हमने इस महीने की आठ तारीख को उनकी इस मांग को स्वीकार करके आदेश जारी कर दिये, उसे १३ परसेण्ट कर दिया।…( व्यवधान )कुछ कमियां रही हों तो हम इस बात को स्वीकार कर सकते हैं, लेकिन उस तरफ के मित्रों ने जो कहा कि कुछ नहीं हो रहा है, तो मैं आपसे निवेदन करूंगा कि ऐसी बात नहीं है। पहले आन्ध्रा प्रदेश के अन्दर केवल लेवी रूट से चावल प्रिक्यूर करने की परम्परा थी। इस बार आप सब मित्रों की ओर से भी हमसे कहा गया कि इस साल आन्ध्रा प्रदेश में चावल का अधिक उत्पादन हुआ है, इसलिए पिछले साल के मुकाबले हमें अधिक प्रिक्यूरमेंट करने की तैयारी करनी चाहिए। इस दिशा में एफ.सी.आई. को कहा गया, तैयारी की गई और उस तैयारी का परिणाम यह है कि इस समय तक हम वहां पर १३.१५ लाख टन चावल प्रिक्यूर कर चुके हैं। अध्यक्ष जी, पिछले साल के मुकाबले में…( व्यवधान )

श्री शांता कुमार : अध्यक्ष जी, किसानों की समस्या का समाधान बातचीत से होगा…( व्यवधान )आपने कहा, हमने सुना। अब हमें आप नहीं सुनेंगे तो यह अच्छा लोकतंत्र है ! १३,१५,००० टन चावल प्रोक्योर किया जा चुका है। यह पिछले साल के मुकाबले में चार लाख टन ज्यादा है। इसलिए उस तरफ के मित्रों का यह कहना कि कुछ नहीं हो रहा है, इसका कोई आधार नहीं है। अध्यक्ष जी, किसानों की समस्या इस बार और अधिक थी। फिर राज्य सरकार की ओर से हमें यह कहा गया कि केवल चावल प्रोक्योर करने से समस्या हल नहीं होगी, एफ.सी.आई. पैडी भी प्रोक्योर करे। वस्तुस्थिति यह है कि वहां पर पैडी प्रोक्योर करने के लिए राज्य सरकार की एफ.सी.आई. के लिए न कोई व्यवस्था है, न कोई ट्रेनिंग है और न प्रबंधता है। लेकिन राज्य सरकार ने यह बात हमारे सामने रखी तो हमें भी लगा कि वहां सीधे पैडी भी लेना जरूरी है। हमने इस बारे में भी निर्णय किया। आंध्रा प्रदेश के आदरणीय मुख्य मंत्री की मांग थी कि जो पैटर्न पंजाब में है, उसी पैटर्न पर आंध्रा प्रदेश में पैडी प्रोक्योर की जाए। हमने उस मांग को भी स्वीकार कर लिया है।…( व्यवधान )इस मांग के मुताबिक आंध्रा प्रदेश में भी हमने पैडी का प्रोक्योरमेंट शुरू कर दिया है। पंजाब पैटर्न यह है कि राज्य की एजेंसीज भी प्रोक्योर करती हैं। वे ७० फीसदी प्रोक्योर करती हैं और एफ.सी.आई. ३० प्रतिशत करती है। पंजाब में भी इस बार १०२ लाख टन प्रोक्योरमेंट हुई है। उसमें से ७० फीसदी प्रोक्योरमेंट राज्य सरकार ने की है और ३० प्रतिशत हमने की है। हमने आंध्रा प्रदेश सरकार की इस मांग को भी स्वीकार कर लिया…( व्यवधान ) MR. (Interruptions) …* * Not Recorded श्री शांता कुमार :उस पैटर्न पर आंध्रा प्रदेश में भी हमने धान प्रोक्योर करना शुरू कर दिया है। इस समय तक ११,००० टन धान प्रोक्योर कर चुके हैं, जबकि राज्य की एजेंसी ने केवल ९०० टन प्रोक्योर किया है। अगर पंजाब पैटर्न के हिसाब से देखा जाए तो राज्य सरकार ने जो ९०० टन प्रोक्योर किया, हमें ३०० टन करना चाहिए था। लेकिन हम ३०० टन के मुकाबले ११,००० टन प्रोक्योर कर चुके हैं। राज्य सरकार की एक और मांग थी कि उस प्रदेश में उत्तर भारत से कोई फूडग्रेन न भेजा जाए। इस मांग को भी हमने स्वीकार कर लिया और आदेश दिया है कि पंजाब से या उत्तर भारत से कोई अनाज आंध्रा प्रदेश को नहीं भेजा जाएगा। हमने एक बात और की है। केरल में और दक्षिण भारत के अन्य राज्यों में हमें फूडग्रेन चाहिए। वहां जितने अनाज की जरूरत है, उसको हम उत्तर भारत से नहीं भेज रहे हैं, बल्कि आंध्रा प्रदेश से उस जरूरत को पूरा कर रहे हैं, ताकि आंध्रा प्रदेश में अधिक स्पेस क्रिएट हो सके। पांच लाख टन स्पेस राज्य सरकार हमें देगी। उसमें से दो लाख टन हम ले चुके हैं। पांच लाख टन लेने की हमारी प्रतिबद्धता सुनिश्चित है जिसे हम पूरा करेंगे। दिस्बर महीने में दस लाख टन चावल प्रोक्योर किया जाये, यह उन्होंने कहा था, हमने स्वीकार किया था और इस समय तक हम ४,१५,००० टन प्रोक्योर कर चुके हैं। मैं इस माननीय सदन को वचन देता हूं कि दस लाख टन प्रोक्योर करने का हमारा वादा है, हम उस वादे को पूरा करेंगे। एक और विशेष बात…( व्यवधान )अभी-अभी एक और मांग आई है कि जो राहत हमने चावल में दी है, दस प्रतिशत से तेरह प्रतिशत एडमिक्सचर की है, वही राहत धान को दी जाये। इस मांग को भी सरकार ने स्वीकार कर लिया है और जो एडमिक्सचर की वहां की मांग है, वह हम धान में भी दे देंगे। उसके बाद ट्रांसपोर्टेशन की जो मांग है, हम कोशिश कर रहे हैं कि वहां स्पेस क्रिएट हो। इस समय तक हम ४,१६००० टन इस महीने में प्रोक्योर कर चुके हैं।…( व्यवधान )दस लाख टन प्रोक्योर करने के लिए और स्पेस चाहिए। हमारे पास ५,३६००० टन प्रोक्योर करने का स्पेस मौजूद है। हमारा दस लाख टन का टार्गेट है जो हम इस महीने में पूरा करने वाले हैं। वहां पर किसी किस्म की कोई कमी न रहे, इसलिए हमने मोनीटरिंग करने के लिए, निरीक्षण करने के लिए तीन एसआरएम लैवल के अधिकारियों को आज सुबह भेज दिया है ताकि वे सब प्रकार की वहां पर व्यवस्था करें।…( व्यवधान )इसमें मेरा निवेदन है कि जो-जो मांग वहां की सरकार ने रखी थीं, सारी की सारी मांगें स्वीकार कर ली गई हैं और मैं विश्वास दिलाता हूं…( व्यवधान )जहां तक बिहार का संबंध है,…( व्यवधान )बिहार की बात सुनिए।…( व्यवधान ) अध्यक्ष महोदय : वह बिहार के बारे में बोल रहे हैं न।
