Section 135(6) in The Coal Mines Regulations, 2011
(6)When a plant, machinery, workshop, or any other shed or structure is tinder construction, repair or renovation, and persons are allowed to work at heights, proper walkway, stairs or ladderway With hand rails, guards or stages and platforms with fencing shall be provided to avoid danger or risk of persons falling from height.
