Section 56(2) in Delhi Prisons (Transfer of Prisoner, Labour and Jail Industry, Food, Clothings and Sanitation) Rules, 1988
(2)Prisoners shall not be employed on municipal work or hired out to private firms or individuals, nor shall jail labour be utilized on the construction or repair of roads under the Public Works Department without the previous sanction of the Administrator.
