(22)"Development Authority" means a Town and Country Development Authority established under Section 38 of the Madhya Pradesh Nagar Tatha Gram Nivesh Adhiniyam, 1973 (No. 23 of 1973) or a Special Area Development Authority constituted under Section 65 of the said Act or an Improvement Trust constituted under the Madhya Pradesh Town Improvement Trust Act, 1960 (No. 14 of 1961):
