Section 100(4) in The Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961
(4)The Zilla Parishad shall endeavour to promote planned development of the District by utilising to the maximum extent, local resources and for that purpose prepare annual and long-term plans, regard being had to the plans already prepared by the Panchyat Samitis.
