Section 3(1) in The Karnataka State Civil Services (Regulation of Transfer of Staff of Department of Technical Education) Act, 2012
(1)Every appointing authority while making initial appointment of a Principal/Teaching/Non-Teaching staff to any College or Institution of the Department of Technical Education shall ensure that vacancies in zone-C shall be filled in the first instance.
