Section 73(1) in Hyderabad Metropolitan Water Supply and Sewerage Act, 1989
(1)No person other than an Engineer or a Plumber licenced by the Board or an Officer authorised by the Board in this behalf shall issue a certificate for the execution of the work under this chapter relating to internal sewerage connections of a premises.
