Section 23(1) in Talcher Thermal Power Station (Acquisition and Transfer) Act, 1994
(1)If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order, make such provisions, not effecting the substance of this Act, as appears to it to be necessary or expedient for removing the difficulty.
