Section 48(1) in Siliguri Municipal Corporation Act, 1990
(1)The Chairman or, in his absence, a member of the panel of Presiding Officers nominated under section 43 shall preside at every meeting of the Corporation:Provided that when a meeting is held to consider a motion for the removal of the Chairman, the Chairman shall not preside at such meeting.
