50.
(1)The Chairman of a Committee appointed by the Council shall be appointed by the Council at the time of the appointment of the Committee. The Chairman of the Committee of the whole Council shall, however, be the President.(2)The proceedings of the Committee shall be conducted in accordance with the Regulations contained in this part; provided that such Regulations may at any time be relaxed at the discretion of the Chairman.
