(9)Decision of Disputes.-If during the course of the scrutiny of the nomination papers, any dispute or doubt arises, the Returning Officer shall refer the dispute or doubt to the Vice-Chancellor who shall determine whether the nomination of the Candidate invalid or not, or decide the dispute or doubt as the case may be, and the decision of the Vice-Chancellor shall be final.
