(2)Should the Superintendent consider it necessary, either for the safe custody of the prisoner himself or for any other reason that fetters should be retained on any such prisoner for more than three months, he shall apply to the [Inspector General] [In section 3(1), 5, 6, 7, 11(2), 38, 41, 46, 56, 59, 60 and 62 the words 'the Government' substituted for the words 'His Highness' by Act X of 1996.] for sanction to their retention for the period for which he considers their retention necessary, and the [Inspector] [In section 3(1), 5, 6, 7, 11(2), 38, 41, 46, 56, 59, 60 and 62 the words 'the Government' substituted for the words 'His Highness' by Act X of 1996.] General may sanction such retention accordingly.
